Lecture title: “The Discovery and Development of Natural Gas: What lessons can Cyprus learn from other countries?” 
 

Jonathan Stern founded the OIES Natural Gas Research Programme in 2003 and was its Director until October 2011 when he became its Chairman and a Senior Research Fellow. He is Honorary Professor at the Centre for Energy, Petroleum & Mineral Law & Policy, University of Dundee; Visiting Professor at Imperial College’s Centre for Environmental Policy in London; Part Time BP Professor at the Moscow School of Management’s Energy Centre at Skolkovo; and a fellow of the Energy Delta Institute. Since 2011 he has been the EU speaker for the EU-Russia Gas Advisory Council.He is the author of several books and many shorter works on energy and natural gas issues in: the UK, Europe (western and eastern), the former Soviet Union and Asia. The second edition of his edited volume: Natural Gas in Asia: the challenges of growth in China, India, Japan and Korea was published by Oxford University Press in 2008. He is co-editor with Bassam Fattouh of Natural Gas Markets in the Middle East and North Africa, published in 2011. His most recent edited book isThe Pricing of Internationally Traded Gas, published by Oxford University Press in 2012.

Dr Sergei Vinogradov

Lecture title: “The Legal Dimension of Offshore Exploration and Production” 

Dr Sergei Vinogradov (LL.B., Ph.D. Moscow), is a Senior Lecturer at University of Dundee, Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP) and Director of the LL.M. programme.

He joined the Centre as a Senior Research Fellow in April 1996. Before joining the Centre, between 1994 and 1996, he was a visiting scholar at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg (Germany). Prior to that he worked as a Senior Research Fellow at the Institute of State and Law of the USSR (Russian) Academy of Sciences. He also taught international law at the Faculty of Law of the Moscow State University.

His main field of expertise includes international environmental law, international law of natural resources, law of the sea, as well as environmental and natural resource law of Russia and the CIS. He is a member of the Water Resources Committee of the International Law Association and of the Commission on Environmental Law of the IUCN/World Conservation Union. At the Centre Dr. Vinogradov teaches courses in international environmental law, international law of natural resources, environmental law and policy for natural resources and energy, and international nuclear law.
